We study the effect of a foreign military intervention in Mali on citizens’ motivations to participate in state building processes. We exploit the randomness of the announcement of the United Nations’ resolution, that authorized the intervention, relative to the timeline of the Afrobarometer interviews. Comparing motivations between individuals that responded the days after the foreign intervention was announced and individuals, with same characteristics, region, and ethnic group, that responded the days before, we document a sharp and long-lived increase in Malians’ motivations to pay taxes. Our results indicate that foreign military interventions may signal state building, increasing motivations to participate.
